The reality is 31 teams (with the possible exception of the raiders) already have their boards set prior to the combine. By this point teams know what players can do in the tests and the interviews and medical are the only things that really matter. The illusion of players rising or falling after the combine is usually just a case of draftnicks getting their boards closer to where they were for teams all along.
