Drunk people say the same shit though, so that's a big reason why I don't trust those instincts and just say to make it illegal with as stiff of penalties as driving while drinking.

Exactly. I can sit here and say that I'm not a bad driver when Im high. But I've been smoking for years. I have my tolerances built up. However, just because I know what I can and can't do while im high doesn't mean everyone else can.
And for the record, I avoid driving high as much as possible. My #1 rule is that I NEVER drive high at night. Too hard to see.
BUT.....one of my favorite pass times is getting a little high, maybe a bowl or two, and driving the scenic SD coast line while the sunsets. Not high enough to get paranoid, just high to really enjoy the ocean breeze and some classic rock. I take the tops of my car and take a 45 minute drive up the coast of SD.
