Dude, how many ****ing times MUST this be said: There was a police officer FIRED for mishandling this case. EVERYONE involved had a blood alcohol content of over 1.6.
It is nearly IMPOSSIBLE to prove rape when alcohol is involved. It's a small town with few financial resources. They made a decision to not take the case to trial because they couldn't win.
That does NOT exonerate BR from any wrongdoing.
