It works for the UK? Great, good for them. It is a stupid system. In American sports we tend to value old (as in generations) rivalries that are preserved through good times and bad. Sure some teams tend to dominate, and some tend to have more than their share of bad years, but where the english seem to think "well fine, who cares about tradition, kick those worthless guys out and get some competition here", we think that is an utterly stupid idea. Suppose the Raiders suck for 15 years, would we want them to be kicked down to the B league? No, we want to see Raiders vs Chiefs every year because it is an old and highly treasured rivalry. Who cares if it becomes uncompetitive for a while.
Sometimes change comes to sport due to competitive concerns (revenue sharing, salary cap, moving to new conferences/divisions/leagues/whatever), but this English soccer crap will never fly here.

Oh, and I don't give a rat's ass about any of the traditional rivalries.
