This is a much better video of what happened.

While I disagree with hitting women for any reason, including this one, the cop has every right to defend himself in a situation that is escalating and he is being attacked by two people. She (girl in pink) absolutely had one hand going high and one going low, leading for the cop to think she may have been going for his gun.

The black guy trying to hold back the girl in pink should tell you everything you need to know about who was in the wrong.

The girl getting the original citation could have avoided this in whole if her parents had taught her to respect authority, trouble is that is rare with some people.
