Miller was a nutjob. He'd jump out of car trunks to nab people on possession charges for weed. The guy was unreal. In 1999 he wanted to come back and run for Shawnee Co. Sheriff. He didn't make it out of the primary.
You have to remember this state was the last state in the union to amend the state constitution to allow, regulate and tax liquor sales. And it wasn't until 1987 that the state constitution was amended to allow liquor by the drink and 2003 to allow Sunday liquor sales.
