Rookies aren't represented in the NFLPA.
If the NFL owners say to the players "Okay, we'll stick at 16 games but only if your increase in the revenue share comes first from the rookie pool", the NFLPA will say "sorry rooks, better grab your ankles"
I could see the rookie scale being absolutely demolished for the top 10 picks, easily being cut in half.
