Not necessarily true. Not that we'd ever know it, but if he's put in a better situation next year and he's more prepared to take on immediate playing time, he could earn a huge second contract as he plays up to the franchise QB label. He could do that anyway, or he could fail regardless...but the wrong situation could become a poor career choice.
