I pay the phone for you, so it's fair for me to have you to do the chores that I have asked you. If you chose not to do what I have asked you to do, then I will have no choice but to disable the phone."
Let her know that you are paying the phone for her. She needs to realize that you are helping her, but she needs to hold up her end of the deal.
