No. It's merely discouraged.
That said, I wouldn't do it anyway. It's extremely unethical, because there is a power relationship between student and teacher that crosses the line of consent. It's too imbalanced of a relationship from the start.
If they were an ex-student, then I guess, but I don't see how you could carry on a relationship with them.
