First off.... never ever ever give complete idiot users admin rights. That's just asking for headaches.
You could install
ClamXAV on the machines. It's free, and effective. It's very easy to use, just tell it what to actively monitor. You can configure it to monitor the User folders, the normal startup and launch folders, etc. if you don't want it to scan the entire drive.
