I'm unburying this from the early pages of the thread. I believe what this was referring to is the (bizarrely named) "TOR:CON Index" that a Weather Channel PhD came up with. It all has to do with areas within a 50-mile radius of a location. In other words, they were likely saying that there was a 50% chance of another tornado hitting within 50 miles of Joplin that night.
