This article is an absolute pathetic piece of journalism and is intended to scare people and not to help anything.
Could they make storm shelters for tornados? Of course, but can they make a tornado proof building... only if the owner doesn't care about cost or appearances.
Needless to say the building codes is not what is at fault here.
