I was reading Ron Jaworski's book ("Games That Changed the Game") about a week ago and he mentioned a time when he was in Indy watching the Colts practice. Jaws asked Tom Moore why the backup QBs didn't get any reps in practice and what they would do if Manning went down.

"Fellas, if '18' goes down, we're ****ed. And we don't practice ****ed."

As for the lottery idea, I don't like the idea of it (although I hate that the dumbshit Irsay won't keep his trap shut about Luck), but if the NFL thinks they could make money & get good ratings off of making a lottery a yearly televised event (they would), I can easily see them doing it. I definitely don't want them to, though. Seems like in the NBA, teams like the Minnesota Timberwolves are awful every year and never get the #1 pick because of the lotto. Not a fan.
