I don't think Haley and Pioli are as short sighted as you. If this season isn't an overwhelming success, it's not the end of the world. You think Haley, Pioli, and Zorn don't all agree 100% that it's best to let Stanzi sit the year and groom him? Especially knowing what this organization thinks of Ricky, and what Zorn had to say about his in training camp. Normally I would pass Zorn's words off as fluff, but knowing what the entire organization thinks of the guy, I don't think so.
