I'm pretty sure that in Missouri, any sex offender (rape, sexual assault, etc.), regardless of the age of the victim, is restricted from schools, contact with children, etc.
It seems like it is related to Megan's Law...
They go a little overboard with it sometimes. I've heard of people getting sex offender status because of public urination convictions.
