If the game plan all long is to Draft Tannehill then there is no reason to sign Orton. Just keep Cassel and draft Tannehill. Cassel will know the offense better than Orton. With a new OC who more than likely will be bringing his system, the argument that Cassel will know the system better is unfounded.
And cutting Cassel has no cap repercussion.
