the level of fail is huge, a town with a population of 12 is selling 13k cans of beer a day? WTF?

Where are the tribal police? Tribal land is federally protected and local police have zero jurisdiction on tribal land so the tribes have their own law enforcement.

I do have a solution: tribes should just start growing weed--everywhere. Grow it, smoke it and do it all for free and if the feds have a problem with it tell the to **** off.
