Of course he keeps his job if it's a random. It's not a random. It's his direct subordinate. He's the highest paid state employee in Arkansas, and he had an affair with a direct subordinate who was engaged to another employee of the university. He got into a fairly serious motorcycle accident with her on board, and he lied to the university about it. This went on for nearly a week before being discovered.
