Yup. The national defense ribbon is one of lowest ribbons. Saw a Kuwait liberation (I think that's the name), and navy and marine corps achievement medal (noticed that because I have one

Didn't see any armed forces expeditionary medal, which he surely would've received if he said he saw combat/was in a combat zone
And the good conduct medal should be lower.
