Until that "talent" translates to wins on the field, he's not that far off.
I think he's pretty damn close from 1-23. You could argue a spot here/there.
From 24 I'd go like this:
24 - Oakland
25 - Tampa
26 - KC
27 - Miami
28 - Seattle
29 - Cleveland
30 - Minnesota
31 - Indy
32 - Jacksonville
