OLBs in the 4-3 can do almost anything depending on the coverage and personnel on the field.
In Crennel's scheme, Belcher's main job is to blow up blocks on running plays, whether it's a pulling guard or a fullback trying to spring that last hole. The majority of the time on running plays, he ain't filling gaps for shit. Thus his low percentage of tackles made per running play from the PFF chart Knowmo posted.
