Contenders spend money on backups that are better than Jacques Reeves.
I'm absolutely convinced that, with the way revenue sharing is set up, it makes no business sense at all for a team to spend the money necessary to accumulate the depth to win a championship.
As to when to give up - when the losses don't hurt anymore, you
have given up. There isn't a time that you actively quit, you just realize that the losses don't bother you.
I had a great time on Sunday because I got 2 quarters of decent football, good weather and a hell of a tailgate. I left with 10 minutes left in the 4th not giving a !@#$ that the Chiefs lost because frankly, that's what the Chiefs do. I didn't actively choose to give up - it just happened.
I get more angry about Cardinals losses in July than I do at Chiefs losses. A meaningless July loss in a season with 162 games bothers me a hell of a lot more than the Chiefs just losing 6% of their season. I don't blame myself for it - I used to get so angry at these losses that I'd sit in total silence for hours. I didn't quit on the Chiefs - they just ceased to be worth caring about.
