Message boards are rife with dumb policies. If I give you a reason to believe that the PM you send me will be held in confidence (e.g. I ask you to send your contact info to me via PM), then it shouldn't be publicized. But when someone sends you a nasty or threatening PM so that they can avoid any negative reaction from onlookers, you (the recipient) shouldn't be obligated to protect them.
I think the rule should be that the recipient can decide whether or not to make those messages public unless they've given someone an assurance of secrecy.
