It's the after effects that are the concern and at this point, the NFL, IIRC, doesn't care about mild vs severe.

Look at Seau for instance. I dont' exactly remember if I'm remembering this right, but I don't think he was ever actually diagnosed with a concussion when it occured and I dont' think he ever lost consciousness.
