I don't think in training camp there was much of a rule. What there is, is once like preseason starts, there is a limit. I cant remember the specifics, but its been known for quite a while that Andy likes his guys in pads.

Also, its not as much about the pads, as contact. I don't think they can take away a coaches right to make a player wear his pads
