The offering of jello shots to the children is only ONE of the issues here.
These "adults" were drunk. How are they suppose to be able to properly take care of these children if they are drunk?
What if one of these children need medical attention? These drunks would not have been able to do anything other than call for an ambulance and hope there was time.
They might even just put them in a vehicle and start driving them around drunk.
