Yes. If the person builds up a dependence on them. If it's being taken for a short period of time for temporary pain (post surgery for example), then addiction is unlikely, unless the person is predisposed to such things (already enjoys recreational drug use). If being taken for chronic pain, long term, then addiction is inevitable.
