No, the VPN client on your phone will work wherever, despite what network you're on. VPN is simply a secure network portal that routes all your internet traffic through a specific server, in this case in the Netherlands. It uses whatever network connection you have where you are, and routes all that traffic through the NL server and then on to its destination, so it looks like all your internet traffic is coming from that location instead.
