Tough call on this one.

I went with Arizona. Jim Hart was good for a long time, and Lomax, Plummer, Warner, and Palmer have all had their moments. It's not an epic QB group, but overall they've had 30+ years of general competence.

I could see an argument for Tennessee at the top too, just because of Moon's dominance and some good years from McNair. I think New Orleans is a step down because Brees is really the only strong QB they've had. I think Archie Manning was overrated.

Jacksonville is okay in the long run, and I would rate them slightly above Carolina. Newton is very good, but Brunell was pretty good for a long time.
