The backups are happening on the lower level. That's where you have the airport buses' lane baggage claim and pickup along with uber taxi and parking lot x-ing and entering. Poorly thought out. The upper level and lane to the dropoff area on the upper level is a piece of cake till you encounter all the Gestapo and their vehicles parked in the interior lane closest to the entry doors.
