It's actually kind of entertaining because you get to imagine a defensive player either melting down (multiple penalties) or getting revenge (penalty followed by a sack), so I don't think it's a huge issue, if indeed it's an issue at all. Perhaps I just notice the multiple instances more. I'll keep an eye on it.

The same piece of code selects penalties for both offense and defense. I've checked the results and its working as intended. On something like neutral zone infraction, only the front 7 can be called. Pass rushers will get more of those called that pass coverage LBs. It could be that Demarcus Ware had a whole bunch of neutral zone type penalties last year while the others on your team were better at staying at home.
