I've read that driving is the worst where you have a mix of people from different origins. They all grew up with different driving cultures and they don't always mix. So places with a lot of international immigrants and a lot of USA relocation tend to have the biggest issues.
Driving in downtown Washington DC is a bit of an adventure for me. I think half the people there grew up in countries without stop lights.
