That's certainly feasible. However, the government conspiracy angle generally enters the equation shortly after NASA issues a denial that the photos are color corrected in any way.
This was a bigger deal in the early '00s, and is an ongoing tinfoil hat concern for virtually all publicly-released images.
That's not to say that skepticism is wrong, especially in this day and age: anybody with a passing knowledge of photoshop or any other image editing software can do virtually anything they want to an image. And experts can do mind-blowing things.
