The risk of reinjury for that particularly injury decreases as time goes on. It's obviously on a curve, so the difference from Week 1 to Week 2 is huge, the difference between Week 2 to Week 3 is substantial, and the differences become more and more slight after that. Just making numbers up to illustrate the point, the chances of reinjury might go something like 80%, 40%, 20%, 10%, 5%, 2.5%, 1.25%, 0.75%, etc. It will likely never be 100% without surgery, and it's fairly likely he'll go that route in the offseason.
There are lots of videos about it on the interwebs if you'd like to dig around. The gist is that you can think of those tendons like a rubber band that got stretched out way too far. Give it enough time, and it'll shrink back down to pretty close to the size it's supposed to be, but it takes a while, and it'll never be quite the same as it once was.
