If the Donks are confident they should put all their chips on Drew Lock by that point, they will need to pay him, and at that point the QB market will no doubt dictate that he makes 35-40 million as an average starter.
There is essentially one season where we're paying big money for a QB and they aren't. After that, Lock plays on the tag or gets a new deal making a butt ton of money for inferior production to Mahomes.
It's a valiant effort, but it's just not going to be good enough. They're going to fail.

Some team is gonna try to break this cycle by just drafting a new QB every 3-4 years, sitting him a season and starting anew.
If you don't have a top 5 guy, there's very little reason not to try it.
Paying $35 million for 'continuity' is just nuts.
