You have contract dollars that show up in the upper left corner of your free agent auction screen. These dollars are used for the following:

1. Sign rookies to rookie contracts.
2. Retain 0 to 2 players with expiring contracts (as long as you sign them to a deal of five years or longer)
3. Pay matching contracts to retain free agents that are about to leave via the free agent process.
4. Bid for and pay free agents in the two free agency cycles.

You get $450 per year to cover all of these tasks, and if you don't use all of your funds, they roll over to the next year, albeit with a 50% tax.

Note that all free agent contracts are front-loaded. If you're the winning bid, the amount you paid translates to his contract length per the tables on the "Manage Rosters" page. Once he is on your roster, you never have to pay again. However, remember that if you cut him or trade him you don't get any type of refund, so signing everyone to long-term deals will waste some precious dollars.
