Chiefs would be MEGA-****ingloud and in my opinion, that is more of an advantage than mother nature. I think that element really gets overplayed by some people; cold is way more disrupting to the fans in the stands than it is to a player whose blood is pumping for 2 1/2 hours.
I wouldn't want a full dome though, just an open area above the field itself that could be covered with a tight canvas running across it when the snow threatens to **** the field conditions.

As to overdressing, I've seen plenty of space in the Arrowhead hallways where "backpack" lockers could be installed, a place where you can stash your Carharts upon getting to your section. They have built-in 4 digit combo locks that you assign the number to before closing them up. These are being used at Walmarts and are becoming popular at gyms for guests w/o regular locker assignments.
