I wouldn't want a full dome though, just an open area above the field itself that could be covered with a tight canvas running across it when the snow threatens to **** the field conditions.
As to overdressing, I've seen plenty of space in the Arrowhead hallways where "backpack" lockers could be installed, a place where you can stash your Carharts upon getting to your section. They have built-in 4 digit combo locks that you assign the number to before closing them up. These are being used at Walmarts and are becoming popular at gyms for guests w/o regular locker assignments.

Eh, I don't see the chiefs doing free access lockers. I also don't think they could provide enough lockers in general. People would probably just go in earlier to avoid long lines getting in.
