There have little choice. Flying at 10% capacity is not sustainable. What a lot of people don't understand is it's not just about the flight and the passengers alone. Airlines pay for the flights themselves, the times and destinations, the air and ground crews, gate agents, the gates.
So at least if they cancel most of the flights from point A to B, and have one or two flights that are mostly paying passengers, that's better than paying for all of the above PLUS aircrews/ground crews, flight attendants, gate agents, fuel, etc. for flights that push with only 20 people on them.
