Although you can frequently just walk in and take the elevator, most hotels have policies restricting access to the guest rooms.
He doesn't have the same expectation of privacy as being inside his own room but I think it would be more than a city sidewalk.

I'm 99% sure a hallway inside of a privately owned hotel is not a public space.
It's not rented to Kareem either, so it's not HIS private space.
It's the hotel's privates space, unless we nationalized hotels across the country when I wasn't paying attention.
