The problem is vaccines are rarely 100% effective. Some people still get the disease. But it's usually milder than if they never had a vaccine.
But if this vaccine is only 70% effective (which I've heard as a reasonable expectation), and 50% of the public refuses to get on off the bat, that could be a problem.
But to be fair, the way they're going to be rushing this thing through it seems reasonable to not necessarily want to be first in line for it.
