Yeah, run a speed test on that machine. With ethernet and that hardware, that machine should be humming like a kitten. Maybe run a speed test while he's streaming the content in question and compare the two. Maybe he's got a ****ed up codec or something.
Devices depend on your router. How many bands it has and what speeds it's capable of. The router can also be configured in different ways depending on compatibility vs. performance. As in A-B-G-N speed. Routers can be configured for compatibility in A-B mode. Or for performance in G-N speed only. There's lots of other router settings that would affect performance. I'd look and see what that was set at as well...
