Same reason that Louisville wasn't added. The money right now is too much to split with teams that don't have any national prestige (Cincy).
The Big 12 might not have a CG but what they do have is a 9-game conference schedule. Something your SEC is talking about moving to. Why isn't that a suitable replacement for a CG? It gives all the teams a round robin opportunity to prove they are the best of the conference. No other conference can say that.
All these arguments for making conferences bigger keeping falling short. You get screwed up scheduling (look at you SEC schedule over the next 5 years) You haven't even played your "dedicated rival" yet.
Bottom line is the Big 12 doesn't care. Money is flowing and we have real rivals now because we play each other so often. These other conferences are so big an frankly uninteresting, I'm quite happy with how local the Big 12 seems.
