This type of stuff is not "baked in" because it sounds ludicrous during campaigns and no one actually thinks they are going to go through with presenting it (same with DC statehood, electoral college, etc)...so when it actually DOES get presented it scares the crap out of everyone. These dirty lunatics have courage, I'll give them that, but they also have the entire media supporting them.
