It's MUCH more complex that that.
1. Quickness/flexibility/strength -- CBs will tend to be more athletic in terms of strength, quickness and ability to change direction than WRs. WRs know where they are going, and only *need* to be strong enough to catch the ball and not get injured in the process (and block downfield if possible). CBs need to run backwards, stay with the WR, recover quickly if they get turned the wrong way, have excellent closing speed / burst to get to the ball, etc. etc. 2. Height / vertical leap -- these items tend to favor WRs. In other words, if you have a ton of one or both of these, then you're more likely to be a WR. It's rare as heck to see a CB much over 6 feet. 3. Hands -- obviously favors WRs. 4. Smarts / football instincts -- favors CBs. I'm not saying morons can be fine as WRs (sadly, the Patriots former FA signee Donald Hayes proved you CAN be too dumb to play WR for the Patriots, at least), but generally a WR has to know a small handful of things -- (1) is it a pass or run play, (2) if run, where is the ball going, who should he block, and (3) if pass, what route is he running, and (3a) what happens on a blitz -- how does he adjust. A CB, meanwhile, needs to recognize offensive formations, understand what kind of defense he's in (and there are many), what happens when someone on offense goes in motion, etc. etc. So yeah, it's more than hands.

The talent pool for CBs and WRs used to be about equal. But in these days of free agency, the WRs are higher visibility athletes. The contracts being given by the league to top CBs may start to swing that, but it will be awhile, especially given that CBs have to play with both arms tied behind their backs these days.

No. I can't see how a Wideout is going to have good coverage technique. It's probably more accurate to say that WR's are tall CBs with better hands but worse instincts.
