The earliest known arrowhead was found in a cave around Capetown South Africa. They found grooves carved that prove it was attached to a arrow or spear by possibly leather or sinew. It was dated to 72,000 years ago.

The earliest arrowheads found in North America were scales from the back of alligators. So they were taught somewhere along the line to flint knap stone for arrowheads by someone at some time.

The Plains Indians had no right to be called the great house culture. After all, Cortez when he landed in Mexico and Spanish settlers then brought horses into the Americas. They then traveled northward and traded with indigenous people. There were most definitely better greater horse cultures before them.
