ALL calls resulting in a 1st down should be reviewed as a turnover or score is.
It doesnt fix the no call today in NO but it does fix those game changing calls that are phantom

I think you just need to make (some) penalties challengeable.

Leaving it as a challenge penalizes the team for "questioning" the refs.... a coach shouldnt have to second guess the refs, they should get it right on their own
