How does a team get penalized for this? I mean do they have NFL "officials" that come around to these OTA's and mini-camps policing on how hard players should be going? Or did someone get injured and they had to report it to the league, etc.

Here's them rules:
• No pads except protective knee or elbow pads. Helmets are permitted. • No live contact; no live contact drills between offensive and defensive linemen. • 7-on-7, 9-on-7 and 11-on-11 drills will be permitted, providing no live contact takes place. • The NFL will monitor all Clubs during the off-season to ensure player safety and adherence to live contact guidelines. • Maximum six (6) hours per day, with a maximum two (2) hours on field, for any player. http://www.boston.com/sports/footbal...s_ota_its.html |

Here is the joint statement from the NFL and the union: "It was determined that the Ravens violated the rules concerning the intensity and tempo of drills conducted on the Club's organized team activity days ('OTA days') and the length of time spent by players at the Club's facility on such days. "As a result, the Ravens will forfeit the final week of their off-season program (June 14-18, 2010). Ravens' players are not permitted to be at the facility on those days, but will be paid for the sessions. The Club cannot reschedule the canceled days." Here is the Ravens' response: Ravens General Manager/Executive Vice President Ozzie Newsome “The NFL informed us of the situation, and the action they’ve taken is appropriate. We made a mistake, and it won’t happen again. We’ll complete our organized team activity days this week and then turn our focus to the start of training camp.” Head coach John Harbaugh “When you make a mistake, you step up. We’re accountable.
