I understand Gailey was a hold over from last year. Honestly, did he have a lot to work with last year? Now that he is in Haley's system, he was going to run the offense in accordance to what Haley wanted, it wasn't as though Gailey was going to be calling plays that weren't in Hailey's playbook. Obviously, Hailey can do both (Norval does and does a good job) but with still a few weeks before the season, one would think they could have ironed out a few of the issue with them team.
